Phillion Harvey, 46, of New Haven, after Milford Police responded to the Town Fair Tire on Boston Post Road around 2 p.m. Monday, Feb. 18, for a report of a man attempting to use gift cards that were previously purchased using fraudulent credit card accounts, said Milford Police Officer Joseph Dempsey.
Officers arrived and spotted Harvey in his vehicle attempting to leave the parking lot. The officer positioned the patrol vehicle in front of the suspect and initiated a stop. Harvey then drove his vehicle striking the patrol car and exited the parking lot heading South onto I-95, Dempsey said.
Connecticut State Police was notified and Milford Officers attempted to follow the suspect onto I-95. Officers observed Harvey driving erratically as he drove onto I-95.
During the chase, Harvey crashed his vehicle into the guard rails on the exit 38 off-ramp/ Route 15 connector, which caused it to come to a stop, Dempsey said.
He then jumped out of the vehicle and fled on foot with officers chasing and catching him quickly.
Harvey was charged with engaging police in pursuit, evading responsibility, interfering with police, reckless driving, driving an unregistered vehicle, driving without insurance, misuse of a license plate, driving without a license, and criminal larceny.
He was released on $15,000 bond and is set to appear in court on Tuesday.
